WALKING TOUR OF BELAIR ROAD (ROUTE #1)
On Sunday, April 30, 2006 the Belair Road Task Force members, SHA
personnel, the consultants (Century Engr. and Garden Architecture) and
interested residents started the tour around
12:45 PM.We proceeded back to the City Line at Fleetwood Avenue from
Chesley Place. |
In the general area of Downtown Overlea we
observed trash conditions in the grate covered storm drai n
near the bus

turnaround, also the
metal covered gutters along the bump out
sidewalk were dirty, cluttered flowerpots, sunken paver
blocks, non-working crosswalk signal
and some utility poles and signs
limiting pedestrian mobility. (One note concerning the flowerpots, the
Overlea Community Association is in the process of planting flowers and
fixing up the flowerpots this week)
There is plenty of opportunity to beautify this area. It will be
interesting to see the preliminary concept design for Downtown Overlea
with landscaping suitable to the character of the Overlea/Fullerton area
at out next meeting on June 8th at 6:30 PM at the Overlea
United Methodist Church at 3902 Overlea Avenue.

 As
we continued down on the east side of Belair Road we looked at the
surplus parking lot opposite St. Michael’s and also the Church parking
lot and noted the aesthetic possibilities. But since our walk on April
30, St. Michael’s has started their beautification project outside with
a new black wrought iron looking
fence and it would be great to carry it over to the other lot. It was
helpful throughout the tour that the community groups provided the
Project Team with local perspective knowledge.

We continued up to Taylor Avenue, noting the
storm drainage problems, the concern of the delayed traffic signal in
the southbound lane, the stone walls too close to the right of way and
whether they are historic, the broken sidewalks, more utility poles and
signs in the middle of the sidewalks. Also looked at the potential for a
left turn lane from Belair Road to Taylor Avenue. |

At Fullerton Avenue and at Henry Avenue the
group looked at the left turn lane potentials. The community group
pointed out the flooding conditions on Belair Road around Belhaven
Heights Avenue. State Roads to check conditions during inclement
weather. From Thorncliff we crossed over to the west side of Belair Road
and returned to Chesley Place. The only issue down toward the Beltway
was Bud Herb’s comment on the stream eroding the embankment along side
of Schooner’s Restaurant.

The task force was impressed with the tour and
got an education on the complexities of our Belair Road corridor.
Kirsten Coffen, Project Landscape Architect from Garden Architecture,
LLC, was interviewing the group and taking plenty of notes of what she
observed and Tony Frascarella from Century Engineering was very
informative with the engineering aspects of the corridor.

We are looking forward to the presentation at
our June 8th Task Force meeting.

Also in conjunction with the Streetscape
Project, the Overlea/Fullerton Community Plan Group is planning a
Walking Tour (or Audit) of the downtown area of Overlea and adjacent
neighborhood to analyze their positive and negative conditions on June
1st. Dan Burden from Walkable Communities, Incorporated will direct the
tour and do an audit. Walks of neighborhoods include street design, tree
canopy, and land use patterns, etc. to make neighborhoods more or less
livable. Information on the walk will be publicized shortly.

March 29, 2006 Meeting Recap
OVERLEA/FULLERTON COMMUNITY PLAN -notes by Bud Herb, Linover President
Work has begun on preparing a community plan for the Overlea/Fullerton area
in response to the County Council Resolution No. 131-05. A citizen advisory
committee has been created to work
with the office of planning. The Advisor for the Sixth Council District is
Ms. Laurie Hay. Laurie presented an overview of how a plan is designed to
suit the needs of an older established community, based on recommendations
from the citizens of the Overlea/
Fullerton area. The advisory group was then broken into subcommittees that
cover the following issues:
• Zoning and Land Use and Development–Kim Eddinger (Linover)
• Residential Revitalization, Code Enforcement –Marc Ritgert (Linover)
• Streetscape and Commercial Revitalization– Carroll Pupa (Linover)
• Capital Improvements and Infrastructure –Ginny Student (Elmwood Assoc)
• Recreation, Parks and Open Space–Bud Herb, Jack Airey (Linover)
• Transportation & Public Safety –Pete Definbaugh (Overlea)
• Marketing and Community Outreach— Bob Mekolan (Linover), Brian Regan
(Overlea)
Anyone interested in participating on one or more of the subcommittee is
welcome to be a part of this revitalization process. This project enables us
to work with the county on decisions that make our community a strong and
safe place to live. Potential opportunities consist of the following:
Connecting the parks with bicycle paths, Stemmers Run could be developed as
a walkway and a connector to Double Rock Park, tree lined streets, research
the historical documentation of the area and develop a community logo,
commercial revitalization of the Overlea area in connection with the Belair
Road Streetscape Project, etc.
This is our tax paying dollars at work and the payoff comes from your
support, which will help shape the future of Linover and the Overlea/Fullerton
community.

March 8, 2006 Meeting Minutes
Overlea-Fullerton Community Plan Advisory Group Meeting
Attendees:

Agenda Discussion:
Laurie Hay opened the meeting at 7:00 p.m. and began by having advisory
group members introduce themselves.
A packet of information was distributed to each advisory group member
containing: an agenda, contact information for each advisory group member,
results of the 2/22/06 S.W.O.T exercise, suggestions for proposed
subcommittees, a zoning definition handout, tentative schedule of future
meeting dates, and an article published by Brookings Institutution on older
suburban communities.
The group collectively reviewed the results of the S.W.O.T. exercise and
offered clarifications/ additions/deletions to each category. Planning staff
will revise the S.W.O.T results based on the comments from the discussion
and forward them to advisory group members. The S.W.O.T results will be
included in the appendix of the plan document.
The group then turned to the suggested subcommittees, discussed the
topics/issues that would potentially be investigated by each subcommittee,
and the following individuals volunteered to chair the subcommittees.

The group agreed that many of the public safety issues related to the work
of other subcommittees and could be addressed through those committees.
A tentative calendar was reviewed, and it was decided that the next meeting
of the advisory group would take place on Wednesday, March 29, 2006 so as
not to compete with the next streetscape meeting scheduled by SHA on
Thursday, March 23, 2006. The next meeting will be devoted to developing a
vision statement for the plan, and potential goals and objectives for each
subcommittee.
Additional Discussion
Several members of the advisory committee questioned the amount of
assistance/guidance they would receive for leading the subcommittee work.
Staff responded by stating that a list of resources and contacts will be
provided by the Planning Office and/or other county agencies to each
subcommittee chair, as well as assistance with facilitating those contacts.
Donna Bethke suggested that advisory group members solicit interest from
other stakeholders in the community to broaden the composition of the
subcommittees and increase representation beyond residents.
There was a request for the roster of attendance from the initial community
wide meeting so that subcommittee chairs could get names of individuals who
may be interested in serving on a subcommittee. That list will be provided
to all advisory group members as part of the packet of information
distributed at the upcoming March 29th meeting.
Since the plan area includes several neighborhoods, advisory group members
clarified the boundaries of Linover, Overlea, and Elmwood for staff. There
is a residential area north of the Beltway that is currently not represented
on the advisory group. Planning staff will work with the council office to
get a contact for that association to ensure their input. Staff also
discussed the possibility of setting up an electronic bulletin board so that
advisory group members could communicate via the internet to exchange
information and update one another on issues of interest/information as the
plan progresses. The Planning Office staff is exploring this option with our
Office of Information and Technology and will report back to the group at
the March 29th meeting.
The meeting adjourned at approximately 9:00 p.m. The next meeting will be
Wednesday, March 29th, 7:00 p.m. at the Overlea Senior Center. |
