April 2008 Newsletter www.ofbpa.com
www.ofbpa.com Mission Statement:" Bringing Business and the Community Together"….. President’s Message: Welcome to Amanda Barnes and her staff as the new owners of Overlea Station (formerly Chuckle’s) in Overlea. Stop by and see the new crew and the new menu. They are located at 6900 Belair Road and Overlea Avenue. Our membership runs from January to December each year. If you have not paid your dues, please do. We have "grayed" out on the website all those who have not renewed to date and will drop them from the website at the end of this month. So keep your name forefront by renewing your membership. The CZMP Process continues…Thanks to all the businesses that attended and spoke from the heart about their businesses, their longevity in the community and their willingness to work with the community. However of the 12 businesses who spoke at the hearing no one is in favor of the down-zoning of their property and the flexibility it would take away from them for future plans for possible expansion, let alone the effect it will have on the value of their properties. Written comments from those who could not attend the hearing in March, should be sent to the Planning Board ( see the 15 member list on the website + one copy to Councilman Joe Bartenfelder- 6th District 7856 Belair Road Nottingham, MD 2123 or bccdistrict6@comcast.net) by April 23rd. Methadone Clinic in our Neighborhood? There is an application for a state licensed medical facility asking for a special exception and variance for 8234 Belair Road. I believe, based on an article in the paper, that this is a methadone treatment facility. SEE ATTACHMENT! (Thanks to Bud Herb for forwarding this to us and to Councilman Bartenfelder for giving us the hearing FYI). This facility is across from BJ’s and shares a drive way with the McQuade’s who resident and business (Value Tractor) is on this same land tract. The McQuade’s have minor children still living at home. The clinic is asking for a variance that would allow a state licensed medical clinic to be located with 86’ for a residentially zoned property in lieu of the 750’ required. This was discussed at the March meeting and the membership feels that this is not a good fit for our community and is not in favor of the variance request. The surrounding community associations are also not in favor. A letter to the zoning board will be sent. If you have any thoughts on this you may send your comments to the Baltimore County Office Building, Room 111, at 111 West Chesapeake Avenue, Towson, MD 21204 or attend the hearing at above address (Room 106) on 4/8 at 9:00 am.
What is the "Rental Registration Program"? All buildings or a portion of a building that contain one to six dwelling units intended or designated as rental units must register and be licensed with Baltimore County on or before July 1, 2008. On December 19, 2007 the Baltimore County Council passed Bill 87-07 requiring that all buildings or a portion of a building that contain one to six dwelling units, intended, or designed to be rented, leased, let or be hired out to be occupied for living purposes be registered and licensed with Baltimore County.Purpose - To establish a licensing program in the county in order to create an additional procedure for the enforcement of county codes and regulations to protect and to promote public safety, health and welfare. This program is a County Council initiative that started as a pilot program in certain neighborhoods and has grown, by vote of the Council, to cover the entire County on February 3, 2008. Deadlines: You must register and be licensed on or before July 1, 2008. If application fee was paid prior to December 31, 2007 for the original "pilot program" and the property was not inspected and you never received your license then, contact Code Enforcement (410-887-8099) to set up an inspection. If the property passes inspection, under the new bill, your license renewal has been extended for one year. (E.g. Current license expires 02/01/2008; you do not have to re-register until 02/01/2009.)
