President’s Message:
Do you have a vision for Overlea Fullerton? Well the SHA Rte 1 task force
and the Advisory Group for the Overlea Fullerton Community Plan do and they
are asking for business input. As your president I sit on both committees
and it’s been exciting to see the evolvement of what the business and
community wants Overlea-Fullerton to look like a few years from now.
Interested in bringing back a walking community complete with retail stores,
more parking, calmer traffic and a place to be proud of? As president I will
be hosting a meeting with just the business/property owners and management
companies on March 23rd at 11:00 am at Buck Fowler’s Tavern. We will meet in
the deck room. If you are operating a business on the Belair Road corridor,
your input is needed. The concept phase is nearly completed, but as we are
now seeing the plans and drawings from the SHA, the project has taken on a
reality aspect. There are issues that need to be addresses by the
businesses. After all, you are the front page to the community in your back
door, and only with your input and support can your livelihood be protected.

Mark your calendars for the biggest event the OFBPA sponsors- The Spring
Business & Health Fair. Event will be held on Tuesday, April 24th from 2:00-
7:00 pm. Our event is FREE to the community and is the biggest opportunity
for your business to network. We are adding a health care component this
year. The event will be held at Rosedale Gardens, located next to the
Rosedale Fire Hall (8037 Philadelphia Road) approx. 5 minutes from Belair
Road. Sterling Caterers will once again provide the food for our event. Cost
is $35 to members and $60 to non-members. Spaces are limited to 40. We ask
all businesses to post a flyer in their window to help us promote the event.

AGENDA: Donna will bring the businesses up to speed with drawings given to
us by the SHA at the 2/21/07 meeting. Preliminary designs and road change
recommendations based on input received by the task force and sub-committee
work over the past few months. Areas reviewed were: “Main Street” Overlea;
Taylor Avenue/Fullerton Avenue; Henry/Thorncliff Avenues and the Community
“Gateway” from the Beltway south. Proposed design includes the entire
corridor with field surveys, mapping, utilities, right-of-way, left turn
lanes, drainage, ADA sidewalks, decorative paving, fencing, retaining walls,
community signing and tree planting. The plan looks great and the SHA has
done an awesome job of presenting this in a user friendly manner. However,
traffic calming, narrowing and widening of the lanes at different points of
the corridor may not be the best solution. The businesses need to voice
their opinions. YOU SEE what’s happening on Belair Road everyday. I
ENCOURAGE YOU TO ATTEND this meeting or the one I am holding for just the
businesses on March 23rd. Your input is sorely needed. Below is a sample of
two of the drawings given us to us by the state. Entire proposal will be at
each meeting.

are at a comfortable financial state since the new board took over in 2005.
It’s a nice feeling. (2) Shopping Center Update- M&T Bank is coming to the
center pad. Subway is expanding into the new addition and Rita’s Italian Ice
is coming! Since we have no secretary and no consistent member attendance to
take minutes, the president’s agenda will suffice. I will update any votes
taken and place next to agenda item. Approved by the membership.

WE ARE STILL NEED OF HELP:
1) A prize committee—each vendor will bring a door prize that needs to be
numbers upon arrival and put on display. Shopping for a few prizes might be
necessary. Need a grand prize idea and a way to get it (can we get it
donated? etc.)
2) A Greeting Committee- needs 2 people (or a team that can switch off) to
greet our guest, have them draw a door prize slip upon and hand out the
vendor game card. Will be seated at the entrance to the hall. Can make up
vendor cards and prize slips ahead of time.
3) Popcorn Machine -Need 1-2 people who would run the popcorn machine ( all
pre measured and needs to be put in little bags for the guest- will be free)
No clean up involved
4) PR Committee—sending out event FYI to our media contacts and community
associations weekly for publications (I have all email and fax FYI). May
need to run off (OFBPA will pay for) and drop off to community leaders in
the Overlea/Rosedale area for meetings.
5) Day of Event- someone who can assist the vendors in finding their space
Thanks to Bill Frost of Frost Travel & Tours for donating the bags needed
for our “goodie bags” for each guest. Also thanks to Linda Stark (Tastefully
Simple) for coordinating the items need for the bags.

Too much information
New electronic discovery rules could have lawyers, clients grappling with
'metadata'

The days are long gone when tech gurus and legal eagles could limit their
interaction to a quick "hey" in the hallway.
Thanks to a little something called electronic discovery, "corporate legal
departments really need to have an understanding of what the IT department
is doing," said Dennis M. Robinson Jr., an associate at Whiteford, Taylor &
Preston. He serves on the Baltimore-based firm's electronic discovery
committee. Robinson is one of many Baltimore lawyers trying to get a feel
for precisely how life will be different thanks to changes to the Federal
Rules of Civil Procedure, mandates governing the search and retrieval of
e-mails, instant messages and other fast-growing forms of digital
communication.
The changes, which took effect Dec. 1, are intended to clarify how a
responsibility to preserve and gather information for litigation applies to
electronically stored data. Courts across the country have been left to
decide how they will weigh in on the changes. The U.S. District Court for
the District of Maryland decided to have a joint bar-court task force chart
that course, with a series of meetings that kicked off in the fall. The
committee was headed up by Magistrate Judge Paul W. Grimm and included a
diverse group of lawyers and technical consultants. The result of their work
-- a 28-page "Suggested Protocol for Discovery of Electronically Stored
Information" -- was posted this month on the court's Web site.
It is not something the court has adopted. But lawyers would do well to
familiarize themselves with the document. "It is not 'thou shalt.' " Grimm
said. "It's more along the lines of: 'It would be a good idea to think
through the following issues.'" Grimm said the committee will examine
feedback and may periodically revise the suggested protocol for maybe a
year, maybe 18 months, maybe longer. The timing will depend on when the
committee has enough information for the court to determine whether to adopt
official guidelines or decide that the system is functioning just fine as
is.
"This court has taken what I think is a thoughtful approach," Grimm said.
"We're not cramming anything down everyone's throats. Instead we are working
through this."….

Periodic Update: Ground Rent
Ground rent abuse is a serious problem in our region. At best the ground
rent system is antiquated. At worst, it can be a crafty tool used to evict
homeowners from their property. Below are six bills that I co-sponsored to
help address this problem:
1. House Bill 452 is designed to create a process by which an irredeemable
ground rent could be redeemed unless the owner records a notice of intention
to preserve the lease before December 31, 2010, and records a renewal notice
once every ten years thereafter.
2. House Bill 458 will allow an investor who owns a ground rent on an
abandoned, city-owned property in Baltimore to a collect a maximum of 3
years past due rent, and prohibit that investor from being reimbursed for
fees and costs associated with filming an action for collecting past due
rent.
3. HB 463 would replace the practice of ejecting homeowners for late or
non-payment of ground rent with a court-supervised lien process, and create
a $500 cap on fees and costs that can be assessed to a delinquent homeowner.
4. The intent of House Bill 489 is to facilitate easier redemption of ground
rents by repealing the waiting period for a tenant to redeem a ground rent
and requiring a ground rent owner to give the homeowner a chance to redeem a
rent before selling it to a third party.
5. HB 502 will require ground rent owners to mail a bill to the homeowner at
least 60 days before the rent is due, and to provide the homeowner written
notice of penalties for failure to pay rent.
6. Finally, House Bill 580 will reduce to 3 years the time after which a
ground rent expires if no demand for payment is made, and instruct the
Department of Assessments and Taxation to create an on-line registry of
properties subject to ground rent.

Students. The idea is to expose students to a conference setting and provide
a variety of important topics and strengthen their business skills.

Commercial Revitalization Programs
Businesses in the 13 designated districts are eligible for loans and other
assistance to encourage investment in these established communities.
Businesses must be within a district and contact Commercial Revitalization
prior in order to apply for assistance.
Architect-On-Call Download form
Architect-On-Call offers up to ten free hours of professional architectural
design services to businesses improving the exteriors of their buildings.
After an initial site visit and meeting, the architect prepares a digital
rendering of the building with design recommendations and a rough cost
estimate. The service is free when improvements are certified as complete.
Building Investment Loans Download form
Business Improvement Loan Program provides interest-free loans for business

Eligible exterior improvements include windows, facade replacement,
siding, and painting.
Eligible site improvements include landscaping, signage, lighting, and
parking lot improvements.
Eligible interior improvements include painting, flooring, drywall,
plumbing, electrical, HVAC systems, and store fixtures.
Baltimore County Small Business Loan Partnership
This fund provides real estate, fixed-asset and working capital loans
through a partnership between Baltimore County and the area's leading

Baltimore County Business Growth Loans
In Commercial Revitalization Districts, this fund is primarily used to
assist significant redevelopment projects. The maximum loan amount is
$250,000 and can be used for the acquisition and improvement of land,
buildings, and equipment, including new construction and the renovation of
existing facilities. Terms and interest rates are based upon the economic
impact of the project.
Commercial Revitalization Tax Credit
For larger projects, this benefit provides a five-year real property tax
credit if physical improvements increase the assessed property value by
$50,000 or more. A ten-year credit is available if improvement costs exceed
$10,000,000.
Maryland's Neighborhood Business Development Program
This state program provides loans from $25,000 - $500,000 for
pre-development, development and start-up costs. Loans have flexible
interest rates and terms.
Revitalization Advantage program offers a ¼ percent discounts off standard
interest rates to qualifying businesses looking to refurbish or develop
commercial property or finance equipment purchases in Baltimore County's 13
commercial Revitalization Districts. (read more)

you to exhibit at the 6th Annual OFBPA Spring Health & Business Fair. Event
will be held on Tuesday, April 24, 2007 from 2:00 - 7:00 PM at Rosedale
Gardens located at 8037 Philadelphia Road. As part of our efforts to attract
and keep small businesses in the Northeast Baltimore County/Overlea
Fullerton areas, OFBPA sponsors a low-cost show for area businesses and
organizations. This event provides a forum in which to showcase your
products and services, as well promote community awareness. This event is
free to the community.
OFBPA handles the show details including advertising and promotion. We will
have a pull out flyer in the Pennysaver which will be delivered to
approximately 25,000 homes in the Overlea-Fullerton and Rosedale areas.
Additional advertising is sent to the local papers and community
organizations as well. All you need to do is register as an Exhibitor and
let us do the rest. We will provide you with a colorful sign to post in your
business window and encourage you to make copies to hand out to your
clients. We will be giving away a nice “grand prize”, provide entertainment,
and free food will be provided by Sterling Caterers.
Exhibitor Details:
A) AREA/SPACE: A 6 foot covered table and two chairs. Electrical outlets are
available upon request. Space assignments will be made as payment arrives.
If you wish to be next to another exhibitor, please indicate on form.
B) BE THERE/SET-UP: The hall will be open at 1:00 for set-up. Exhibits will
be open to the public beginning at 2:00 PM. We ask that every booth be set
up and manned no later than 1:45 PM.
C) COST: The cost per exhibit space is $35.00 for all OFBPA members and
$60.00 for all non- members and a minimum of one door prize.(Note:
Membership form is enclosed and $85 would include membership, exhibit space,
as well as monthly newsletter, free breakfast, and one year listing on
Website-WHAT A DEAL!)
D) DOOR PRIZE: Your door prize is used for both children and adult guests
who attend the fair. A door prize does NOT include a discount coupon off a
product or service. Please feel free to conduct any drawings or give-a-ways
at your individual table. We know this is a great way to get contacts for
follow-up. We want to attract as many community members as possible, so we
keep our table rental low as to include your donation. This encourages fun
and participation. Please attach a business card.
E) EXHIBITOR CARD: We will provide each guest with a “Vendor Visitor” card.
This card will have numbered blocks on it. Each vendor will be assigned a
number. When a guest stops by you will be asked to initial or stamp your
block. (Bring your logo stamp if you have one).This encourages all guests to
visit each table. Upon “filling” their card they will place it in a box for
special door prize drawings and the grand prize drawing.
F) FOOD: Sodas and snacks will be available for the entire event. An
exhibitor “badge” or your company name tag/shirt is required. Sterling
Caterers will showcase their food from 5:00- 7:00 PM.
G) GIFT CERTIFICATE: Every vendor who participates, is set up on time and
has donated a door prize
will be entered into a drawing for a gift certificate from a local
restaurant.
