President’s Message:
The Overlea Fullerton Business & Professional Association will host its
first “ReDiscover Your Business Neighbors “Wine, Cheese and Pizza Networking
Social” at Amer’s Café on Thursday, May 10th at 4:30 PM. All OFBPA members
are FREE. We welcome members from other business associations. Just bring
your membership card and your cost is only $5. Cost is $10 for all
non-members. So please mark the calendar and plan to attend. All updates are
posted on our website at www.ofbpa.com.
The OFBPA Spring Business & Health Fair will be held on April 24th from
2:00- 7:00 pm. Our event is FREE to the community and is the biggest
opportunity for your business to network. We are adding a health care
component this year. The event will be held at Rosedale Gardens, located
next to the Rosedale Fire Hall (8037 Philadelphia Road) approx. 5 minutes
from Belair Road. Sterling Caterers will once again provide the food for our
event. Cost is $35 to members and $60 to non-members. Vendor spaces still
available. We ask all businesses to post a flyer in their window to help us
promote the event. We are still in desperate need of volunteers to help at
this event.
All business owners/manager and all community organization leaders are
invited to our
next general meeting on April 18th at 4:30 pm at Brightview Assisted Living
(8100 Rossville Blvd) Nottingham, MD 21236. Guest speaker will be Richard
Mince from Passport Plus. Passport Plus is an affordable, local coupon book
for all businesses.
Upcoming events planned for 2007 include an ice cream social meeting in July
at the Meadows, our back to School Movie Day in August, Our Community Night
and Chance Auction in September and a pre-holiday celebration in November.

Managing Your Business Records
Every business, regardless of size or industry, should consider implementing
a records management policy. Haphazard recordkeeping may have costly
implications. Not only can a records management policy save you time and
money, it may also provide some protections if your business becomes subject
to litigation. Your implemented policy also helps to ensure that you have
the information you need when you and your customers or clients need it.
While there is no one-size-fits-all approach to meet the needs of all
businesses, there are a few considerations that apply universally:
What records do you have? Identify the nature and extent of your business
records, and remember that records do not exist only in paper form. Many
businesses routinely generate enormous amounts of electronically stored
information.
What is reasonable to keep? You probably do not have to keep every piece
of paper or electronic file you ever create.
Are there any legal requirements for keeping a record? There are legal
requirements regarding the retention of certain types of records. Businesses
should, of course, be guided by those requirements.
What makes sense from a business perspective? Absent a legal requirement,
consider whether it makes sense to keep certain records for an extended
period of time.
Keep in mind that simply having a records management policy is not enough. A
policy that is not documented, not communicated to employees, and not
followed might be worse than having no policy at all.

Project: Storyville An Interactive Children’s Learning Center:
Storyville is an exciting new hands-on learning opportunity for young
children in the Baltimore County Public Library service area. This free,
museum-like service will encourage children and caregivers in the greater
Baltimore area to explore the interactive exhibits featured in this unique
townscape. Below are highlights of what this one-of-a-kind project will
feature and accomplish.
This museum quality interactive townscape is designed to engage children
(ages infant to 6) in activities that will develop early literacy skills and
school readiness. The townscape will include:
o Baby garden with manipulative toys, textured flowers, squeeze sounds,
mirrors, spinning flowers, mobiles, peek-a-boo window, contrasting visual
patterns and board books for development of sensory-motor skills.
o Library stocked with picture books, picture non-fiction, concept books,
folk and fairytale books, DVD’s, musical CD’s, Baby Booster kits and
comfortable seating for adults to read with their children.
o Toddler Bay, designed to help develop motor and language skills, will
include driftwood to crawl through, rocks to climb on, steps to climb in the
lighthouse, a toy boat to rock, a tide pool to explore, objects to stack and
sort, animal and environmental sounds, a fishing game and pull apart shells.
o Home Living area, designed for preschool-aged children will include props
to imitate home life – preparing a meal, setting a table, sorting laundry,
writing a grocery list, reading a cookbook, feeding a baby, listening to a
story on the storyline phone or CD player or exploring a trunk in the attic.
o Store is designed so it can be changed periodically to such places as a
grocery story, farm stand, a pet store or a restaurant by using props like a
cash register, play money, sorting baskets, shopping carts, scales, magnetic
letters and numbers, literacy props (signs, price tags, lists, open/closed
sign)
o Construction site is home to interactive activities such as build-a-wall,
a work bench, design a building, blocks, vehicles, town signs and road signs
all to foster spatial relationship, numbering, counting, sorting, measuring
and positioning skills.
o Theatre complete with changeable marquee, costumes, props, seating for an
audience, puppets, puppet theatre and
stage with various sets will encourage story telling, role playing and
improvising dialogue.
The adults accompanying the child will be encouraged to interact with the
child and take advantage of the education information at each location to
help promote optimum development. Books appropriate for the specific age
group, and materials for parents will be placed at each location for easy
access by adult and child.
This $550,000 (approx), 2,240 square foot townscape will be built inside the
existing Rosedale Library branch. At our March meeting we voted to donate
funds to the Storyville project in 2007. Details to be announced later.
Their goal is an opening date of January 2008.
Commercial Revitalization of Belair Road: Thanks to all the business members
who have been able to attend these past months as Carroll Pupa (chair) and
myself try to bring everyone up to date now that we have blueprints of
proposed changes and a PowerPoint presentation. If you would like a copy
(too huge to email), please contact Donna and she will get a CD copy to you.
I’ve been in contact with the SHA folks, have contacted Dan Burden directly
and gave him the traffic numbers on Belair Road (he did not have these
figures when he did the walk through last April) and he would NOT recommend
a 4 to 2 lane change. It also makes sense that if fewer lanes move traffic
efficiently, we would not be constantly “adding lanes” to the beltway and
I-95 (JMO) In regards to the roundabouts Dan Burden says “I can say that
this is an important corridor and that a team that fully understands modern
traffic engineering concepts review what is being recommended by the state”.
He also would not dismiss the idea of a roundabout-again needs several
engineering aspects to be on board with the study. I’ve also been in contact
with a “roundabout expert” and he states that there are many characteristics
to them and careful study is needed.
Code Enforcement: Inspector Scott has called several times in reference to
the untagged cars at Midori. They had been cited and the untagged cars have
been moved. However an unoccupied travel trailer seems to have appeared and
she will look into that as well. We will continue to monitor the situation
as needed.
ZONING: The new owners of the barber shop/credit union building have asked
for a special petition for 7517 &7519 to be used as a car/auction business.
Thanks to Bud Herb (Linover) and Jeff Stintz (OCA) we’ve asked for a meeting
with their lawyer to get clarification of their plan and how it will impact
our communities. Meeting is scheduled for 4/26. Also the new owners of the
old Bromwell Inn have expressed an interest in putting a “high-end” Italian
car sales lot and auto mechanic shop on this corner. We will also monitor
this as well. We will not be in favor of this type of business
